I thought cabinent members [i]were[/i] White House officials since they're part of the Executive Branch and meet at the White House.

I tried to parse out the distinction but noodling through the official websites doesn't help.

I haven't gone through the record yet to see who has run up the most indictments in total but I'm willing to bet that more of them have happened under Republican administrations.</description>

If we're talking about guilty cabinet members, probably the most guilty was Warren Harding's secretary of the interior, Albert Fall, who was fined $100,000 and sentenced to a year in prison because of his involvement in the Teapot Dome scandal. You can read about it here:
