If that incident didn't make it's way up the chain of command than it's either business as usual or a broken army. I think they didn't expect this war crime to gain any traction, just like Abu Ghraib. I'm not condemning the Marines, but I do condemn the Bush administration for their bumbling in bringing about the type of warfare that these Marines have to deal with.
