Paying Iraqi companies to rebuild Iraq would have saved the US tax payer 90 percent of costs and been far more efficient. Iraqi firms were shut out of the process because they are ‘state-owned.’

Oh that’s why Iraqi frims were shut out. It couldn’t possibly have been because Halliburton, Bechtel, Blackwater etc. had any imput in the ‘process.’ Iraq isn’t robbing us tax payers. The American war-profitteers are.
